Project Summary

Pact seeks highly qualified and accomplished individuals to work on the United States Agency for International Development (USAID)/PEPFAR-funded Zambia Integrated Health HIV Activity – (ZIH) Project. The five-year project which will be led by Pact in partnership with Center for Infectious Disease Research in Zambia, Circles of Hope, Mothers2Mothers, Coper Rose Zambia, Zambia Network of Young People Living with HIV – and a US small business, Viamo. Integrated Health will improve health outcomes of Zambians through equitable access to high-quality health services in the areas of client-centered HIV, Tuberculosis; Maternal; Newborn and Child Health, Family Planning and Reproductive Health. It will reduce mortality, morbidity, and HIV transmission for sub-populations in Northwestern, Copperbelt, and Central Provinces.

Pact will work closely with the Zambian Ministry of Health to attain the country’s goal of reaching HIV epidemic control (95-95-95) by 2030. The activity will be delivered through three main components namely:

  • Increase coverage of comprehensive and person-centered HIV, TB/HIV, FP/RH, MNCH prevention, diagnosis, care, treatment and support services in both communities and health facilities.
  • Increase utilization of community and facility-based quality and person-centered integrated HIV, TB/HIV, FP/RH, MNCH services; and
  • Increase capacities of Provincial and District Health Offices to improve quality and sustain Direct Service Delivery of integrated HIV, TB/HIV, FP/RH, MNCH during and beyond the life of the activity.

Key Responsibilities

Program management.

  • Lead in operationalization of project results frameworks (input, output, outcome, and impact), and tracking relevant indicators and targets for result areas.
  • Contribute to developing high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results and conduct necessary data analyses to showcase project results.
  • Supervise Strategic Information &Health Informatics Officers at District level team for enhanced data use at those levels.
  • Assist the Strategic Information Management Director in developing and updating Activity Monitoring Evaluation and Learning Plans as guided by Pact’s and donor requirements.

Reporting, Information use and dissemination

  • Collaborate with CLA/Research Advisor in execution of learning agenda including contributing to the design and facilitation of learning events/ activities, and documentation of lessons learned and best practices.
  • Work in collaboration with SIM Director and CLA/Research Advisor in data analysis and development of documents for publication, external dissemination and internal learning and adaptive management.
  • Keep the technical, P/DHO teams informed of the project progress by ensuring daily dashboards for key performance indicators are available and up to date to inform decision making.
  • With support from SI Senior Advisor – Data Pipeline Management, lead the weekly High Frequency Reporting and monthly reporting, by ensuring that all data are validated before use, by project teams.
  • Oversee the development of donor reports from district to province level, by ensuring that all donor reporting requirements on program impact are met.
  • Represent Pact and ZIH is Strategic Information relevant Technical Working Groups and Stakeholders forums.

Capacity development for strategic information

  • Assist Strategic Information Management Director in designing training packages for SI skills transfer to project staff, at the minimum covering Basic M&E, Data Analysis and Reporting as may be determined by existing needs.
  • Train, Mentor, and support P/DHO and implementing partners in conducting routine data analysis and use for performance monitoring and management of service delivery.

General

  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties assigned as relevant to skills and scope of work.

Education and Experience:

  • At least a bachelor’s degree with a bias in statistics or health related research.
  • At least 10 years’ experience in data collection, analysis and reporting at various levels of the health care delivery system in Zambia or similar settings.
  • Experience in reporting progress on set targets in a project setting.
  • Familiarity with HIV/AIDS PEPFAR reporting requirements and guidelines.
  • Demonstrated abilities in working with programme/activities officers to interpret routine data to alter the course of action during project implementation.

Additional Qualifications:

  • Excellent communication and reporting skills in English (both speaking and writing)
  • Good moderation, facilitation, and training skills
  • Basic data analysis skills using packages such as R, Stata, or SPSS
  • Strong written and oral communication skills
