Terms of Reference

The Project Coordinator (PC) will coordinate the activities of the Chiansi Outgrower Small Holder Project (COSP) and report to the Permanent Secretary through the Director of Agriculture. S/he will be responsible for planning, administering and coordinating the activities of the Project. S/he will ensure that the Project is implemented in accordance with the Financing Agreement of AfDB and the Project Implementation Manual (PIM), and in compliance with AfDB and Government guidelines and procedures. S/he will have overall responsibility of monitoring, overseeing and guiding the implementation of the various components of the Project by different stakeholders including public sector, private sector and community partners.

Specific Terms of Reference

  • Ensure that the provisions of the Financing Agreement are adhered to while using the Project Appraisal Report (PAR) as reference point in the process of implementation.
  • Ensure that relevant Government and AfDB policies, manuals, guidelines and procedures are properly adhered to during implementation.
  • Ensure timely preparation of consolidated COSP Annual Work Plan and Budget (AWP&B) and submit to the Ministry of Agriculture (MoA) and the AfDB.
  • Prepare and update the Procurement Plan, for works, goods and services including examining bid documents and consultant’s TOR in line with the Bank’s procurement rules and procedures.
  • Facilitate preparation of TORS for consultants, in consultation with Ministry of Agriculture (MoA) and enter into agreements with consultants.
  • Liaise with the MoA at the National, Provincial and District levels directly and through the Subject Matter Specialists (SMS) to ensure proper implementation of the Project including timely financial, physical and impact reporting to MoA and PSC.
  • Liaise with the AfDB, including: Submit requests for procurement of works, goods and services to the AfDB for “No Objection”; ensure that the Loan/Grant withdrawal applications are submitted to the AfDB in a timely manner and in accordance with the Financing Agreement.
  • Prepare and submit financial and Physical Progress Reports as per Financing Agreement, Coordinate and facilitate Project annual review meetings.
  • Facilitate preparation for the Mid-Term Review (MTR) and Project Completion Report (PCR).
  • Ensure Designated Bank Account(s) are opened in accordance with Government procedures. Ensure requests to the AfDB to disburse the authorized allocations into the Designated Account(s) are submitted.
  • Facilitate Annual Audits by authorized government agencies.
  • Prepare and submit to the Bank/MoA quarterly Project Progress Reports.
  • Perform the duties of secretariat/secretary to the PSC.
  • Facilitate Gender, Nutrition and social safeguard programmes.
  • Ensure the review and approval of designs, drawings, Bill of Quantities (BOQs) and tender documents.
  • Undertake any other duties, related to the Project that may be assigned by the MoA.

Qualifications and skills:

  • Must be a Zambian citizen.
  • Must possess a Grade 12 Certificate or its equivalent,
  • Must possess a Bachelor’s Degree in Agricultural Engineering, Irrigation Engineering. Agriculture, Civil Engineering, and/or related discipline;
  • Project Management Skills
  • A Master’s degree in Irrigation Engineering will be an added advantage; Any specific training in Irrigation System design is added advantage. Participation in managing an Irrigation Projects is an added advantage.
  • Experience in Irrigation policy formulation and development will be an added advantage. Proficiency in both written and spoken English;
  • Excellent interpersonal and communication skills and experience in working with a wide range of individuals in government, private sector, and civil society,
  • Excellent analytical and research skills, and well-developed report writing skills, and Must be literate in computer skills, conversant with Microsoft excel, Microsoft word and PowerPoint.

General professional experience:

  • At least 15 years professional experience in the Agriculture industry.
  • 10 years of demonstrated experience and knowledge in designing and developing Irrigation Infrastructure a necessary requirement.
  • Demonstrated experience in mobilizing small holder farmers for Irrigation.
  • Experience in working with rural communities;
  • Capability to provide guidance on negotiation and conflict resolution processes; Innovativeness and effectiveness capability under varying work assignments, and time pressures;
  • Strong interpersonal and ability to work in multidisciplinary teams, develop synergies and establish effective working relations with various stakeholders;
  • Must work with limited supervision and under tight timelines;
  • Must possess a valid SADC driver’s licence.
