Job description
Organizational Setting
- The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
- The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger and malnutrition. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
- The support is based on the guidelines as provided by the Country Programming Framework (CPF). The current Zambia CPF has four priority areas: (1) Improve production and productivity of crops, livestock, fisheries, and forestry; (2) Sustainable management of the natural resource base and Increasing Resilience and Uptake of Climate Smart Agriculture; (3) Enhance food security and nutrition status; and (4) Improved market access and sanitary measures. The incumbent’s tasks will mainly contribute to the priority area.
- Food and Agriculture Organization of the United Nations (FAO) through its Emergency Centre for Transboundary Animal Diseases (ECTAD) is implementing a new project titled “Zambia Multisectoral Pandemic Preparedness and Response Project (ZaMPPR).” This project is being funded through the World Bank under the Pandemic Fund. The project focuses on fortifying the nation’s readiness and response capabilities concerning public health threats and challenges.
- Reporting Lines
- The incumbent will report to the FAO Representative and will be under the direct supervision of the Assistant FAOR (Programme) and the Project LTO. The incumbent will also work closely with the ECTAD Country Team Lead. The project coordinator will also work in collaboration with relevant technical and operational colleagues within the FAO Representation and within the regional and global project teams.

- Technical Focus
- The incumbent will play a pivotal role in the coordination of the implementation of the World Bank Funded project Zambia Multisectoral Pandemic Preparedness and Response Project (ZaMPPR) in Zambia.
Tasks And Responsibilities
The incumbent, through his/her work, will contribute to implementation of the project activities among which include:
- Following the project document, prepare annual work plan for the implementation of activities and achievement of deliverables with clear indicators
- Provide strategic and technical advice, guidance and support to ZamPPR implementation in the country office, seeking synergy and complementarity with ongoing FAO One Health programmes and investments as well as ensuring alignment with relevant national frameworks and FAO’s corporate strategies and frameworks;
- Strategize and coordinate with WHO and the WB, around key streams of work in ZamPPR focus areas where FAO has clear comparative advantage such as OH surveillance and information systems, prevention and control of zoonoses and AMR as well as workforce development;
- Maintain networking and linkages with key institutions and other potential implementation partners to ensure relevant FAO’s contribution as an IE;
- Engage and collaborate with relevant national authorities, institutions, organizations and stakeholders in relation to implementation of ZamPPR;
- Contribute to the development of briefing notes for senior management including progress report as required;
- Participate in regular meetings with the headquarter and regional and country teams to timely report on the project progress or on any follow-up and queries;
- Participate to the identification, formulation and preparation of project work plans; participate in the preparation of draft project documents; ensure their high quality and consistency;
- Coordinate the monitoring and evaluation of projects implementation to ensure that all activities are carried out in line with the work plans and the project documents; coordinate the review of inputs, expenditures and time frames; identify inconsistencies and delays and, when necessary, propose corrective measures to overcome operational constraints.
- Prepare necessary financial and human resources and the procurement of goods and services for the projects; collaborate with the Assistant FAORs, the Administrative Associate, and other relevant colleagues on the above duties
- Support the preparation of a final project report (terminal report)
- Participate in resource mobilization for the FAO and One Health multisector teams in the country;
- Perform any other duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in veterinary science/medicine and relevant post-graduate qualification in emerging and re-emerging infectious diseases (both zoonotic and non-zoonotic), veterinary epidemiology, diagnostics or related fields;
- At least seven years of relevant experience in the management and implementation of infectious disease control programmes preferably in developing countries including leading and managing teams and partnerships;
- Experience of implementing donor funded projects.
- Working knowledge of English
- National of Zambia.
