Background

WaterAid Zambia is implementing a three-year Strengthening Rights and Access to Education Project (SRAE) with support from the European Commission (EC). The project is being match funded by SULZER of Switzerland It spends match funds provided by DFID for WaterAid’s 2015 ‘Deliver Life’ appeal. The total budget is £5 million (shared by three countries), a mixture of grant funding from DFID and match funds from other sources.

Strengthening Rights and Access to Education Project is an important WASH in Schools project for WaterAid Zambia. It is one of the organisation’s major projects to integrate WASH and education with a particular focus on creating safe learning environment in schools. It is being implemented in two districts (Mwandi and Nkeyema in Western province of Zambia with an opportunity to generate valuable learning for the WASH and Education sectors.

Purpose and objectives

The purpose of this evaluation is to make a critical assessment of the extent to which the SRAE Project has achieved quality results in a cost-effective, sustainable, and equitable way, to inform future WASH in Schools programming. The evaluation will explore results; quality; transformative change; and value for money criteria as set out in the global evaluation policy.

Scope

  • The evaluation will assess work delivered over the entire three-year period of the project, from June 2021 to June 2024 in Nkeyema and Mwandi Districts of Zambia. To note: implementation will be completed by the end of May 2024

Key Outputs include:

  • Key outputs of this consultancy include Inception Report, Draft Report, Stakeholder, Workshop Findings Presentation and Final Report.

Experience and Qualifications of Consultant

  • Consultant should be able to demonstrate the following key competencies and qualifications:
  • Master’s degree in Social Sciences, Development Studies, Public Health or related fields
  • Experience in the use of participatory qualitative and quantitative methodologies and tools, preferably including work with marginalised communities and particularly women and girls.
  • Excellent understanding of the WASH and health sectors in Zambia.
  • Experience in leading evaluations of WASH programmes.
  • An understanding of WASH and education integration
  • Knowledge of local language(s) in the project areas is highly desirable.
  • Ability to write concise, readable, and analytical reports in English, with recommendations (examples to be provided)
  • Excellent written and verbal communication skills – in English
  • Commitment to uphold WaterAid’s values and adhere to relevant WaterAid policies as set out above.
