Summary Of The Position

We are seeking a highly skilled and experienced Border Specialist to join our team for a short-term assignment, lasting the duration of the Project Inception Phase. The ideal candidate will have a strong background in trade and customs, with specific expertise in navigating border regulations and procedures. Experience working in Zambia, Mozambique, and the Democratic Republic of Congo (DRC) will be considered an asset.

Key Responsibilities

  • Provide expert guidance on trade and customs regulations at various border points.
  • Assisting to facilitate the movement of goods across borders while ensuring compliance with all relevant border regulations and requirements.
  • Analyze and assess border processes and procedures to identify areas for improvement and potential efficiency gains.
  • Collaborate with local authorities, specifically customs officials, and other stakeholders to resolve any border-related issues or challenges.
  • Stay abreast of changes in trade policies, tariffs, and customs procedures that may impact border operations.
  • Train and mentor local staff on best practices in border management and customs procedures.

Job Requirements

  • Master’s degree in Economics, Trade, Business, or another relevant field.
  • 10+ years’ experience in trade facilitation and border management in Africa; Knowledge of the Kasumbalesa and/or Chanida border posts considered an asset;
  • Thorough understanding of cross-border trade and the development of trade corridors in Africa.
  • Experience working along border areas in Africa. Experience of working in Zambia, the DRC and Mozambique would be advantageous.
  • Demonstrated experience of working with cross-border agencies, particularly customs officials and Ministries of Trade.,
  • Experience designing trade facilitation programmes.
  • Knowledge of implementing gender and social inclusion into cross-border trade reforms.
  • Thorough understanding of the AfCFTA.
  • Understanding of Global Affairs Canada programs, desirable.
  • Strong analytical skills and attention to detail.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively in cross-cultural environments and collaborate with diverse stakeholders.
  • Fluency in English; proficiency in French and/or Portuguese considered an asset.
  • Willingness to travel to border points within the region.
