Duties

Incumbent serves as Administrative and Budget Operations Manager for the Office of Security Cooperation (OSC). Incumbent assists in coordinating security assistance and cooperation programs funded by Department of State and Department of Defense (DOD) and is the primary financial point of contact (POC) with United States Africa Command Head Quarters (US AFRICOM HQ). Incumbent is responsible for performing a complete range of budget administration and control for U.S. security cooperation activities in Zambia to include planning, formulating, monitoring, and managing multiple OSC budgets under different appropriations and performing financial analysis of contracts and vouchering transactions. Responsible for resource management accountability, inventory holding, and logistics management. Incumbent further serves as an administrative liaison between OSC and host nation defense force providing concise and well-structured correspondence in both written and oral form. Serves as an alternate IMET program manager and performs driving duties when required.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Three years of administrative experience dealing with budgets/accounting.

JOB KNOWLEDGE: Knowledge of office operations. Knowledge of computer applications (Word, Excel, Web-based data entry), budget management (use of advanced spreadsheets) and administrative correspondence. Knowledge of accounting principles. Knowledge of local business practices.

Education Requirements:

Bachelor’s degree required with a specialty in accounting, business administration, information systems, international affairs, or natural/physical science.

Evaluations:

LANGUAGE: Fluent English Reading/Writing/Speaking is required. Fluent Nyanja or Bemba Reading/Writing/Speaking is also required.

SKILLS AND ABILITIES: Strong organizational, analytical, writing, and communication skills. Good attention to details. Ability to work independently and make timely and effective recommendations that balance risk and practicality. Must be able to take initiatives and appropriate follow-up actions. Must be able to utilize a checklist and track required action by external offices to manage program timelines. Ability to use Microsoft Word, Excel and Adobe. Must have good typing skills. Must have a valid Driver’s License.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
